Basic Supports ... 
The ability of people to provide for their basic needs (food, shelter, and transportation is best indicated by the number of people who use emergency shelters and food shelves, the percentage of the population who don't have cars, and percentage of students who are eligible for free and reduced price school lunches.

 Why are basic support indicators important ?

  The percent of students eligible for free or reduced-price lunches is often used as a measure of   children's economic well-being. Higher percentages mean more children live in low-income families,   and vice versa. (Northwest Area Foundation Indicator Website)

  It is valuable in the assessment of a community's well being to look at the number of people   struggling day-to-day for their survival, with such issues as food and housing insecurity and   transportaion barriers that limit self care and employment options. People focusing on survival   tend not to be contributing members of the community, which is a great loss of human capital .


 

Homelessness Survey Findings (2003)

  On the night of October 23,2003, there were 232 homeless people counted in Duluth. Of these, 53   were living on the streets or in other non-sheltered areas, 80 were in transitional housing, 74 were   in emergency shelter, and 25 were in domestic violence shelter.

  Survey findings included:
                           -     American Indians make up 24% of Duluth's homeless population, the highest                                   percentage in the state.
                           -     Twenty percent of individuals homeless in Duluth are African American.
                           -     33% of Duluth's homeless had been without a place to live for one year or more.
                           -     38% of homeless adults in Duluth consider themselves chemically dependent
                           -     57% of homeless individuals are on the waiting list for Section 8 or some other                                   type of housing that offers financial assistance.
