Part 1 and Part 2 offenses are part of the Federal Bureau of Investigation's Uniform Crime Reporting Program. States compile annual reports which include these and other offenses reported by state, county and municipal law enforcement agencies. The numbers of Part 1 and Part 2 offenses provide information on the type and frequency of crime in a given area, and are an indicator of overall safety.

| Juvenile crime and domestic violence indicators were selected because they provide additional information about public safety and, just as importantly, about the health and welfare within families and communities, that is either now represented (incidence of juvenile crime) or not easily identified (incidence of domestic violence) in the adult crime statistics. |
